You know what I was thinking for next time? Make the comments OpenID-only and then have people vote in comments. Then you don't have the ballot box stuffing problem, but it's still a vote rather than a referee.
That's a good idea. I'm going to suggest it later in the year and see if people want to do it that way.
Actually, I'd be happy to hand the contest over to anyone who wants to run it next year. I'm partial to the idea of doing a combined northern contest, myself.

After much thinking, I figured out what you meant to combine, which leads me to the next question: does anyone have master lists of the other blogs that would hypothetically be combined with us?
